Learning in mission-driven system transformation
How do you monitor a transformation while it is unfolding? SustainGov brings together several of the questions Jakob works with: system change, project portfolios and learning that informs the next decision.
Many initiatives, shared challenges
SustainGov is a Swedish Impact Innovation programme with a mission-oriented, challenge-driven approach to the long-term transformation of public sector operations.
In this setting, change takes place through multiple actors and initiatives that influence one another. Important shifts can also occur in the relationships between projects.
Analysis and learning at portfolio level
Jakob's work relates to analysing and monitoring the project portfolio and developing structures for learning and support. This involves gathering and interpreting experience, examining recurring barriers and creating a basis for shared understanding.
A portfolio perspective makes it possible to ask questions that an individual project struggles to answer. Which barriers recur? Which needs are shared by several actors? Where do support arrangements or the programme's ways of working need to develop?
Experience needs to feed back into the work
Monitoring, evaluation and learning need to connect to the moments when decisions are actually made. Collected information gains value when it helps people reconsider assumptions and adapt their next steps.
SustainGov provides an important setting for this work in practice. The experience contributes to Jakob's broader understanding of how learning can be organised as part of system transformation.
